Charity for Civil Servants Interchange Programme

We have an exciting range of opportunities for aspiring leaders across the Civil Service to develop their skills through three- and six month placement opportunities with the Charity!

The Charity for Civil Servants was established by civil servants in 1886 and its success has always been rooted in its strong relationship with the Civil Service and individual civil servants. The Charity has always been most successful when it can count upon the experience and commitment of the Civil Service’s people.

The Charity is at the start of an exciting strategic growth journey to ensure that it can support more individuals across the Civil Service community, as well as responding to new challenges facing colleagues in our community. At the same time, the Charity has a range of challenges to ensure that its approaches – in help provision, in fundraising, in communications – are fit for today’s and tomorrow’s Civil Service environment. All of these – and many other – programmes would benefit significantly from the input and support of individual civil servants.

Endorsed by Government People Group, these opportunities offer a range of exciting project-based development opportunities for emerging leaders. Importantly, these opportunities would enable individuals to gain valuable insights into the charitable sector, at a time when government is looking to work much more closely in the delivery of its missions with the third sector. Over time, we would hope to be able to second Charity staff to similar Civil Service opportunities.

Secondment Programme Key Features

Key features of this new secondment programme include:

  • We currently have five placement opportunities of 3-6 months duration at the Charity, ideally full-time but we would consider part-time options.
  • Each opportunity focuses on a specific project or programme, with agreed targets (including personal development targets).
  • Participants will be expected to deliver assignment reports on their interchange project to their line manager and to their Department’s Charity for Civil Servants Ambassador.
  • These opportunities are open to individuals of all grades, but are best-suited for those at EO-Grade 7 (or equivalent) level.
  • You will remain at your substantive pay grade for the duration of the secondment. There will be no temporary promotion.

It is important to note that it is expected that participants’ salaries will be covered by their employer for the duration of the secondment, with any additional expenses (travel, etc) to be covered by the Charity.  You will therefore need to secure the agreement of your department to participate in the programme. 

We will agree timings, and any other logistical issues, of all placements with successful candidates and their managers.

Whilst individuals would be expected to attend the Charity’s offices in Cheam, Surrey (SM3) from time-to-time, we are open to hybrid/remote arrangements.

If you are interested, you will need to provide a short letter of application setting out your interest in the specific role, what you hope to gain from the opportunity and how this will benefit your development and your team. This should be no more than two sides of A4 with a max. of 500 words per section. Please also provide your CV.

Current Placement Opportunities

We can currently offer the following projects to secondees:

Social Value Outcomes Study

3 months

We want to develop a catalogue of all services/products and a listing of their social value; a report on benchmarks against the sector; and, recommendations on how to calculate the compound values where people receive more than one product or service.

Research Study Design

6 months or 2 x 3 months

We want to launch the largest ever research study of civil servants to inform what that help, advice and support package that we provide should look like to ensure the Charity meets the needs of today’s and tomorrow’s generations of civil servants and public body employees.

140th Anniversary Campaign

6 months or 2 x 3 months

We are looking to use our 140th anniversary as an opportunity to re-state the relevance of the Charity’s work and to ensure we are positioned appropriately for the next decade.

Volunteer Network Development

6 months

To support the newly-established department Charity Ambassadors, we are now looking to review and refresh our volunteering opportunities and structures to ensure that they best suit our audiences today and for the future.

Workforce Diversity Audit

3-6 months

We would like to conduct a workforce diversity audit which would include a comprehensive review of our demographics across various protected characteristics including race, ethnicity, gender, sexual orientation, age, and disability.
